Why turning valves is not a test
A field test measures pressure relationships across internal components in a controlled sequence. Watching for a leak or opening a drain cannot establish the required check-valve or relief performance.
Incorrect valve operation can also interrupt service or affect connected equipment. Fire lines, boilers and commercial processes add coordination risks.
Certification is only the first requirement
Municipalities commonly identify a current backflow assembly tester credential. Some also require a local or inter-municipal business licence and registration with the reporting system.
The Township of Langley states that annual testing is performed by a BCWWA-certified tester with a valid Township business licence. Surrey publishes its own company and tester registration requirements.
The test kit needs records too
Differential-pressure test equipment needs current calibration. The kit identifier and calibration record connect the numerical result to a maintained instrument.
Surrey requires a calibration report for each kit used by a registered testing company. Abbotsford's test form captures equipment and calibration information.
The report must reach the right place
Even a technically correct test can remain incomplete if the result is not delivered through the municipality's accepted process. Portals, City forms, account numbers and fees differ.
The owner should provide the current notice and retain the accepted submission confirmation. Do not assume the municipality will accept an informal worksheet or photograph of gauge readings.
What an owner can do
Owners can make the process faster by locating the device, clearing access, photographing the nameplate, finding the prior report and sending the current notice before booking.
They can also verify the provider's current credentials, clarify the quote and keep the annual record. Those steps improve compliance without attempting an unqualified test.
